Adobe Media Encoder - Still Rediculously Low Utilization

As the title states while exporting a H.264, 1920x1080, 30FPS, 30Mbps, CBR file from Adobe After Effects, my CPU only gets used around 50% while my GPU does almost nothing even though the file is very GPU intestive.

Is there any way to fix this as i can't see any temperature or processing power bottleneck???
