Reinstalling windows to partition

Hello, my 90gb partition of a 2tb HDD has reached 99% capacity from the widows folder. If I reinstall windows (different image than originally installed) into the wiped install partition will I lose access to the files on the remaining partitions? Thank you for your consideration.

Nutshell: Yes for programs, no for game libraries.  

 

No offense, but who uses such a small partition for Windows?  I give that bloated piece of shit a full 500GB to play in.

You should have at least 120GB for windows and programs...preferably 250GB

Win 7 came installed on 50gb partitions using 30 of that years ago, so I assumed 90 would be fine. Keeping the system partition small and program/media partitions seperate has kept this tired phenom ii in am2+ socket as snappy now as the day I made it back in 2009. I haven't as yet discovered what happened in the install partition it's never been above low 40s until now. Yes ryzen build asap. Oh and it's media files and documents I'm conserned with only, the programs are also installed on seperate partition but they are unimportant to me.
