Is your laptop on best performance battery mode?

Did you clean out the fans?

Do you have other things running alongside your games?

What are the exact specs of this laptop?

SSD or HDD? If everything is running off an HDD it could be dragging the whole system down.

 

Thermal throttling might also be it. Install  Intel Extreme Tuning Utility, run a benchmark and see if it thermal throttles.
