HDD on new build not detected in windows HELP

i have a 1 TB hard drive installed into my new build. in the bios it is detected, however if i go to the files tab in windows it only says i have my 250gb ssd. I have tried different SATA ports and different SATA power cables but nothing seems to be working.

formated disk in disc manager, but now when i create new steam library on that drive, it says steam fails because if cant use the root of the drive?

Reinstall steam to the hard drive
