What is this and where do i plug it in

Sata power, that's a connector that is on your power supply (also used for 2,5" SSD's and hard drives).

This is a Corsair case/fan system right? Because that looks like the hardware RGB controller (so it has buttons for effect, speed, etc.)

That is a sata power plug... you plug it into a sata power connector off the power supply.

Help where do i plug this in ?

mobo: Asrock X470 Taichi 

There should be a cable included with your power supply that has female SATA connectors, plug that in into the power supply and plug the cable you're holding in the picture onto the female SATA power cable
