Had to buy a new motherboard. The 8700 doesn't go into my old one I thought?

The shape of the mounting holes for the 2600k are the same for the 8700, Intel designed their boards to fit old coolers.

Upgrading my 2600k to a 8700 and am wondering if I need a new bracket for cooler or not. I have a Dark Rock 3 on now.

No. The mounts are by socket type. If you have same motherboard your cooler will still fit.

edit: didn't read smh. Yeah what Luke said,

If you're interested in a product please download and read the manual first.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Draws 400 watts under max load, for reference.

do you have a 1151 bracket? there's your answer

Checked online and it says the bracket is "LGA775/1150/1155/1156/1366/2011 FM1/FM2/AM2/AM3". So, no I guess. Where would I buy a new bracket? Couldn't find one.
