GTX 1070 hitting power limit with no Over Clocking

I have a Zotac GTX 1070 mini I had it for a year so far, since I built my rig I have been experiencing unpleasant micro stutters and laggy game play but I managed a year with this now when I play a game or fire up Heaven benchmark I hit Power limit and voltage limit for no reason I haven't touched the card or over clock it 
 

Specs: R5 1600 @ 3.5 GHZ 

8 gb Ram dual channel 2933 MHZ

500 GB WD green

500 W Coolermaster 80+

 

I tried DDU and checked the system for malware  
please help me I attached GPU-Z readings and HW monitor's

So I imagine the card can't really push much in terms of extra power.

Yah I do realize that, what I am saying is that I didn't over clock it and I am hitting power limit

The card is going to clock itself as fast as it can before hitting a limit. In this case it's hitting the power limit on its own. Unless you're not getting base clocks, you don't technically have a problem.

The problem here is that when I stress the gpu with Heaven they system crashes

Sounds normal. You can hit power and voltage limits with stock settings on a lot of cards. Been doing it for years with my 1080's.

But why is my gpu crashing at 75C and why do I keep having these stutters and frame drops all the time when I game

No idea. Not enough details for me to say. Maybe start with not having the card run at 75c.

Idk, get the temps lower and find out. I never let a card see those temps. But that’s me. Should go through some simple diagnosing at this point.

I lowered the temp on it I got it to 60c 65c and looks good but what I am still getting is this performance drops, I go from 60fps down to 5 fps or 20 or 31 with core clock dropping down. 

any Idea what could be causing this to happen.

Would need corresponding data. Need to see what the rest of the system is doing at that time.

Skimming through shows high cpu usage.  Would be a bit easier visualized if you just tak a screenshot or pic of the task manager while used.

I fixed this issue of high power limit but still the 0.1% and 1% lows are as ever low and killing me

Also select the cpu portion and set it per logical processor.
