Need help with obs and streaming csgo

I have a ryzen 1700 a gtx 1070 ti strix 16 gigs of 3200mhz ddr4 lpx vengeance and streaming at 720p downscaled from 2560X1440 at 2500 bitrate and cpu preset at superfast and want to stream cs at 150 fps minimum but i getting 60 to 100. i get 250 to 300 not streaming, I feel like i should at least be able to get 150+ anybody have any ideas?(nether my gpu nor my cps is over 80% usage when streaming using x264 or nvenc)

What's your upload speed and what site are you streaming to?

Personally, I'd do 720p60 streaming using the NVENC encoder (or in my case, the VCE encoder) at something like 6Mbps if I was doing Twitch streaming.

i have about 800 up 800 down but that's not the problem and streaming to twitch

Hmm.

Try setting process affinity for both CS and OBS to use separate threads.
