the apevia PSU is rubbish, get a CX450/M instead. also, get 8gb for now and use the money for a better GPU.

A bad psu can burn out earlier and has a chance of damaging your system if you aren't lucky

read this article on cheap a review of a cheap psu

https://www.tomshardware.com/reviews/low-cost-psu-pc-power-supply,2862-1.html

i dont think your psu is as bad as those but it is still worth it to consider whether you want to put it into your system

That 5.4k rpm hdd will feel kinda sluggish, heads up. It wont really hinder game performance too much but as someone who used to use one  it'lll take a hot sec to do anything. I'd say drop the extra 8Gb of ram too, 16gb of ram with those specs makes no sense. Instead up the hdd to 7200rpm and get a 240-256gb ssd to boot on

Edit: If you need the two sticks for mem bandwidth on the ryzen chip Id opt for a 2x4 config, to be fully clear though I dunno how much the extra bandwidth will do since you arent using the apu so if it doesnt really effect the cpu that badly just go with the 1x8gb and save room for upgrading

There's quite a bit I'd change:

  • Try and save a little more for an RX570. It's significantly better, and they've been on sale quite a bit lately, as has the RX580.
  • Ryzen needs faster RAM. Try and get something at least 2800mhz, though 3200mhz would be more ideal.
  • A 5400RPM hard drive is going to be painfully slow.
  • Get a better PSU.

Why did you wait until after you'd ordered it to ask for advice? That doesn't make much sense.

Which components here impact my build the most?

Memory speed, HDD speed. The graphics card is probably pretty awful too, I'd compare it to the integrated graphics; if it's not too far off, just run that instead and save for something better. Especially since they're supposed to release new stuff at CES. The PSU is dangerous and could kill everything else.

vastly better quality than the apevia. don't touch it and return it straight to the seller, Apevia PSUs are generally closer to explosives than anything else.
