Samsung lcd monitor issue(half of the screen is white)

hi i have an old lcd samsung monitor and i have a weird issue with the display

upper portion of the display is white and the lower portion of the display is fine , when i remove the flex cable the lcd panel is just fine, how to resolve this issue?
