Suggestions on how to turn down high RPM case fan.

I recently bought a Cooler Master SickleFlow 120 case fan but it spins full speed at 2000 RPM which is too loud.  Tried adjusting the fan speed through the BIOS, but that hasn't had any affect.  Any ideas on how to reduce the RPM on the case fan without using 3.5 or 5.25 bay fan controller?  Its an ITX build and don't have a lot of space for additional hardware, thanks.

Which mobo? You could use its own software, Speedfan or something like OpenHardwareMonitor. Unless fan is PWN, doing it from BIOS has hardly any effect.
