Admin acc. does not have permission to delete file

Updating a game, then steam tells me "Download Paused: Content File Locked". I only have one account which is an administrator.

Tried, did not work:

-Reinstalling (Gives same error)

-Restarting (Both steam and pc)

-Taking ownership of file (Used https://www.howtogeek.com/howto/windows-vista/add-take-ownership-to-explorer-right-click-menu-in-vista/ as a guide)

-Uninstaller programs (Such as Revo Uninstaller Pro)

 

Can delete every other file except this, which i cannot even view ownership of.

Tried deleting the folder

Uninstalled all DLCs as well.

Admin almost has full privileges as you have found out some things prevent this (think I recall something about a using the local "system" account, I know there is a work around in Windows for it but I cannot remember it.  Easier thing to do it book a live Linux Distro and browse to that drive and delete the file(s) as Linux ignores NTFS permissions.

 

You can try this in Windows which will give you command prompt as the local system account which you can browse and then delete the file (possibly)

I've had success working around this issue by booting into safe mode and deleting from there. It shouldn't make a dif, permissions should be the same regardless but it does work sometimes

I usually just move files from locations that have weird  issues like this and it often does the trick, but worst case you can use a command or batch file to get rid of it as already stated

Try also disabling any active anti-virus scans you might have while updating. I just found out that latest version of BitDefender Free has some issues with Steam.
