Air coolers will be the quietest, less moving parts (None at all if passive).

AIOs are LOUD compared to aircoolers of the same price

An air cooler will most likely be quite a bit quieter then an AIO, unless its a really small one or it has really shitty fans. AIOs can be quite loud

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Builds:

The Toaster Project! Northern Bee!

The original LAN PC build log! (Old, dead and replaced by The Toaster Project & 5.0)

correct me if im wrong but aio still uses fans just like air coolers, so they are at least as noisy as air coolers + pump noise on top of that?

Nice Air Cooler will usually be quieter compared to AIOs.  Now get an AIO with Noctua fans and that would probably be the quietest.

AIO's are typically louder than air coolers in the same price range.

Usually good quality air cooler for same price range that gets you decent AIO.
