Likely, if you manage to grab a stock bios and have a system where you can put the RX 460 in with another gpu (iGPU will also work fine) so you can use the PC without needing the RX 460 to drive a display.

BIOS could theoretically be flashed back, but you need another GPU in your system to even try doing that as I'm sure that the 460 doesn't have a dual-bios due to the card being low-end.

the last owner has put a modded BIOS that unlocks the entire Pascal11 chip, but not all cores were aight
