Should I get the GTX 1060 or 1070 if I want to play moder triple A titles at very high settings and over 60 fps( like 90-140 ) ?

GTX 1070 will do excellently well at 1080p high refresh and also very well at 1440p high refresh.

ie: GTX 1070 is well enough for what you want.

If you want 90-140 fps in modern games, you will want the 1070. The 1060 will stick around 60 fps at ultra settings in demanding games, sometimes even dip below.

I'd say go with the 1070, personally. It's capable of pulling 144Hz @ 1080p which is what you desire.
