My R9 270x just died, what to do?

So I want to buy a new one, but I don't really know if i'm doing it right. I think the r9 290x is good, and my power supply is enough for that. Should I buy it?

what power supply?

how much to spend on a gpu?

what games and what resolution do you play?

what's your cpu?

i5 4670T, 650W psu

I'm using it for everything, every new game runs well, and I'm video editing a lot

RIP 270x, it was a fine card. 

First and foremost, which brand and specific model is your PSU?. It may say 650W but power is not everything on a PSU. You don't want to kill another GPU don't you?

Coolermaster GX 650W. (Model: RS-650-ACAA-D3)It says bronze plus on it. Yes I definitely don't want to kill another one.
