Can't use more than 11GB of my 16GB ram

Do you guys have any idea why windows warn me about low ram space available (and close all ram intensive programs right after) whenever I get close to 70-75% of total ram usage?

I have 16 gigs of ram and somehow I never get to use more than 11GB. Is that normal?

I did a memtest and all ram is healthy with no errors. Could this be connected to paging maybe?

I did use the windows 10 tool. I will try with linux and let you know.

Go into Msconfig -> Boot -> Advanced and make sure maximum memory is 0.

Maximum memory set to zero but unchecked.

I found the issue.

Actually the ram is fine. The problem was me not closing software (such as photoshop) when I play games. Photoshop allocates memory for itself even if its not using it. That is why i get the low memory messages even if the meter on task manager shows plenty or ram unused, but the actual committed memory is at full.
