Any other info? Where do you live, so i can try to do it on your regional pc part picker?

$400 can't get a decent gaming PC, you might want to look into some used PC with used i5/i7 inside and throw a powerful GPU and a decent PSU into it. Add more RAM or SSD if there's some budget left

This is the best you can do without a monitor. NOTE THAT I HAVE INCLUDED AN OPERATING SYSTEM, its not necessary, you can surely go linux or the free windows from microsofts website, but this is just to put it into perspecrive. This build will handle high-ultra 1080p gaming at 40-50fps. If you need a monitor, feel free to say so. The build will probably cost more in sweden though. Minus the OS it should be +- 400€.
