I've gotten some really, really wacky voltage readings using CPU-Z on my R5-1600X, but they normalized when I downloaded the same version you're using. They might've broke something when adding in R5 support? Not sure, but I'm 99% certain that's a false reading. I asked the same question in this thread below, and you can read some of the responses:

Current Build:

CPU: Ryzen 7 5800X3D

GPU: RTX 3080 Ti FE

Mobo: Asus Tuf X570 Plus Wifi

CPU Cooler: NZXT Kraken X53

PSU: EVGA G6 Supernova 850

Case: NZXT S340 Elite

Current Laptop:

Model: Asus ROG Zephyrus G14

CPU: Ryzen 9 5900HS

GPU: RTX 3060

RAM: 16GB @3200 MHz

Old PC:

CPU: Intel i7 8700K @4.9 GHz/1.315v

RAM: 32GB G.Skill Trident Z CL16 3200 MHz

well seeing 1.4v is considered a max for 24\7 use... 2.7 would be murder. an for that voltage id want at least 4.7Ghz on all 8cores
but yeah im sure they have messed up here
