I'm looking for an air cooler that's silent and at a resonable cost ! that's it

take a look at the Noctua NH-D15 or the Cryorig R1 Ultimate

Snorlax: i7 5820k @4.5ghz, Asus X99 Pro, 32gb Corsair Vengeance LPX 2666, Cryorig R1 Ultimate, Samsung 850 evo 500gb, Asus GTX 1080 ROG Strix, Corsair RM850x, NZXT H440, Hue+

with regard to size, take a look at the Cryorig H5 or H7

I don't need an passive air cooler. I'm using an i7 6700k and I also put heavy load on it

Quiet coolers require larger areas and are usually pricey, so if you want a small quiet cooler for cheap you might as well give up

i said you can add a fan. it has lots of fins which disperse heat and adding a fan makes it better
