What's the most silent cpu air cooler right now ?

I'm looking for an air cooler that's silent and at a resonable cost ! that's it

take a look at the Noctua NH-D15 or the Cryorig R1 Ultimate

Quiet coolers require larger areas and are usually pricey, so if you want a small quiet cooler for cheap you might as well give up

i said you can add a fan. it has lots of fins which disperse heat and adding a fan makes it better
