The key is single use. However, I strongly suggest you drop it and buy a win10 license altogether. From Wikipedia:

"Windows 7 Starter is the edition of Windows 7 that contains the fewest features. It is only available in a 32-bit version and does not include the Windows Aero theme. The desktop wallpaper and visual styles (Windows 7 Basic) are not user-changeable. Microsoft originally intended to restrict users of this edition to running three simultaneous applications but this limitation was dropped. This edition was available pre-installed on computers, especially netbooks or Windows Tablets, through system integrators or computer manufacturers using OEM licenses"

Using this version of windows will severely limit your new platform.

Better to do a clean install and just validate it with your product key

How did you came about the Win 7 license? if you still have the disk, boot into that and follow the steps shown on the screen, When asked for the product key, just type it. Also don't forget to backup important stuff on your HDD beforehand.

I do believe he already has the parts. If I understood correctly he needs help with the OS, not the HW.
