no a motherboard will not bottleneck a cpu..a graphics card can bottleneck a cpu.

buy the 7400 and if the z170 is 50 bucks cheaper buy that...but u need to check compatibility on the asus website that the motherboard have updated bios to support  intel 7xxx series cpu

Why would a motherboard bottleneck a CPU? o.O Your friend is talking nonsense. Although you'd need to update the BIOS in order the Kaby Lake to work

CPU: AMD Ryzen 5 5600X | CPU Cooler: Stock AMD Cooler | Motherboard: Asus ROG STRIX B550-F GAMING (WI-FI) | RAM: Corsair Vengeance LPX 16 GB (2 x 8 GB) DDR4-3000 CL16 | GPU: Nvidia GTX 1060 6GB Zotac Mini | Case: K280 Case | PSU: Cooler Master B600 Power supply | SSD: 1TB  | HDDs: 1x 250GB & 1x 1TB WD Blue | Monitors: 24" Acer S240HLBID + 24" Samsung  | OS: Win 10 Pro

Audio: Behringer Q802USB Xenyx 8 Input Mixer |  U-PHORIA UMC204HD | Behringer XM8500 Dynamic Cardioid Vocal Microphone | Sound Blaster Audigy Fx PCI-E card.

Home Lab:  Lenovo ThinkCenter M82 ESXi 6.7 | Lenovo M93 Tiny Exchange 2019 | TP-LINK TL-SG1024D 24-Port Gigabit | Cisco ASA 5506 firewall  | Cisco Catalyst 3750 Gigabit Switch | Cisco 2960C-LL | HP MicroServer G8 NAS | Custom built SCCM Server.

All Sky Lake motherboard will need an update, unless you buy new ones, Guessing they will have the latest BIOS.

MOBO: Asus ROG Maximus VIII Ranger

GPU: EVGA GTX 1080 FTW2

PSU: EVGA Supernova 650GS

It can be either or. Bottleneck is a term used to describe the overload of a given path. Example: Pairing a titan XP with a i5-2500k on GTAV @ 1080p. As we are all aware, GTAV is a CPU intensive game. In this case the CPU will be @ 100% while the GPU will be barely kissing 60%.

Another example, you have a i7-7700k paired with a Titan XP  with only 4gbs of ram running Battlefield 1. In this case the Ram will be maxed @ 100% while the CPU and GPU will be @ less than 60%. The ram will be the bottleneck in this example.

Anything can have a bottle neck, most notably when trying to enter a stadium on game day.  :P

I7-7700k@5.1ghz + 1080ti @ 2050mhz + 32gbs Ram + 2TB SSD = CSGO

i7-6700k@4.9ghz + 980ti @ 1501mhz + 16gbs Ram + 1 TB SSD = Backup

i7-3770k@4.8ghz + 680 4gb + 32gbs Ram + 500gb SSD = Retired/Office work

Why buy a Z series chipset motherboard and pair it with the 6400? You can buy an H series chipset and save some money there, since you are not overclocking anyway. You won't see a performance difference between the two, you'll just be lacking capabilities that you can't use with that CPU anyway.
