It seems to be some kind of card for an A/F Logger system, I've never heard of something like this. It looks to be very old school.

Google says: A datacard is any removable computer component, approximately the size of a credit card, that contains data, or that contains nonvolatile memory to which datacan be written and from which data can be recovered. The term is a synonym for smart card.

It looks like a security card. Exelis in NJ uses something similar.

Looks like the kind of card you'd use to open a door. But an old model instead of the usual "proximity" kind you'd have these days.

The battery could be because the receiver couldn't power on the chip on the card to get the data off it, like what the current NFC tech can.

did you try searching the model/ serial #'s on the card?, combine that with 'Steven's" and/ or "data card", i would imagine that that would give you something usable.
