Caught the last bit of the news story. This will be in affect next year. In Canada! EH!

I found one for the UK, by the BBC in 2014. But I can not find the Canada one EH!

So... what difference this makes? Nothing. Except butt-hurties will have way to express their pain better by complaining about Canadian YTers to authorities.

Government will not even enforce the new law.

Police want to write tickets, harrass bums and put bums in debtors prison for not paying transit fairs, and stealing bread because they are starving.
