Does under-voltage cause harm?

i have a monitor that i want to use, but i dont have the powerbrick. does using a different power brick that is under voltage , cause harm?

probably just wont turn on

Probably not, depends, what are the voltages.

no but it can cause system instability due to not enough power. just like in a manual car if you dont keep the RPMs at the correct range the car would stall and turn off on you

It might become unstable because the monitor is not being supplied enough power.
