(Noob-ish) browser problem

1. Close Chrome Browser
2. Open Task Manager
3. Go to Processes Tab
4. Locate Explorer.exe
5. Right click on Explorer.exe
6. Select End Process
7. Go to Applications Tab
8. Select New Task
9. Enter Explorer.exe

 

Edit: Also just want to make sure that you don't have your taskbar hidden in general. Does it show up when a browser is closed?

So, my sister messed up(again) my pc and now, when I'm using google chrome(or any browser) I can't see the taskbar

It isn't full screen mode(f11) so I don't know what to do

It looks somewhat like this

So... what should I do? I already tried to find some options in the taskbar properties section but I haven't found anything.
