I would really suggest that you stick to Nvidia just because you get better features such as Shadowplay etc and they draw less watts. And with a good cooler (EVGA/ASUS) they stay cool and rather quiet.

i have a price limit of 2k$ Australian, need peripherals and windows 8. want it to run arma 3 reasonably well at high settings

 

 

Shouldn't be too difficult. ARMA 3 isn't a very graphically intense game. You can build a PC to suit your needs and have money left over.
