Likely it's a translation error. I believe they mean "No dedicated GPU" based on context. 

 

*Edit* the "3.5" is referring to fitting a 3.5" Hard drive in the case, meaning if you want a 3.5" hard drive you cannot use a PCI-E slotted GPU. Your CPU with have to be intergraded with a GPU.

Also keep in mind that for a case that size finding psu's of decent quality and wattage will be hard. Not to mentoin they'll be very loud. Tvwazhere is correct  with the no dedicated gpu.

3,5 cutout is for IO panels I can buy online to upgrade with my motherboard
5.25 Slim ODD would be better,
I have a 2,5 drive & a 3,5 so spots for them also.
