Cheap upgrade path help

Specs
i3-7100
8gb 2400 (dual)
240w tfx
120gb ssd
1tb 7200 hdd
(it's a prebuilt)
how should I upgrade it? the cpu is hard to upgrade since everything here is overpriced do you have any recommendation?

the best possible upgrade path for that  configuration is a 7700k, these are farely cheap used, you can get one for under 150 USD.

ram wise 8GB is enough but not really a comfortable amount in 2020, that's why I would get at least 16GB, you don't really need more unless you really love to flex on other people.

GPU wise you have two options, the GTX 1650 Super or the RX 5500 XT.

you can also get a used RX 580, these come at around the same price.

PSA: No, I didn't waste all that money on computers, (except the main one) my server cost $40, the intel NUC was my old PC (although then it had 8GB of ram, I gave the bigger stick of ram to a person who really needed it), my laptop is used and the second PC is really cheap.

I like tinkering with computers and have a personal hatred towards phones and everything they represent (I daily drive an iPhone 7, or a 6, depends on which one works that day)

the used cpu marketplace here is overpriced a 6700 is 200 usd and a base 7700 is 232 dollars (current exchange rate) the only cpu that fits that price is the i5 7400, will it be enough? 
as for the gpu will my psu cut it?
