No. Check out the PSU tier list here to find a PSU that's good.

 

 

EDIT: 400w will be enough, but that PSU is shit, hence the "no". A good 400w would be fine.

400 watt perfectly fine. Though the only decent 400w unit I know is BQ Pure Power11. If it's available for cheap in your area 

 

Otherwise, get a corsair cx450/Bitfenix Formula or Whisper 450..

Life is really challenging. I don't always suceed: )

Yes, but you're only breaking even, which also isn't good if you want to over clock. The other thing is, you'll still have to buy another power supply when you want a better GPU in the future, just food for thought.
