gpu usage 70%

i recently put a gtx  1660 ti from a gtx 950 in my computer and very little performance increase why is it like that, and my gpu usage is at 70-90% isn't it going to be at 100%? i also enabled XMP in bios toady but my ram is still running on 1867MHz why?

 

specs:

gtx 1660ti

intel core i3 7350k 4.2GHz

kingston hyperX Fury 16gb x1 ddr4 2133MHz 

Corsair cx500

Asus prime z270-p

Depends  on the game.

There is probably no XMP profile on the memory. I would just turn off XMP, since you have 2133Mhz memory. Why single channel 16GB stick, by the way..?

all ganes  have about 70-90% and yeah i built this pc 3 years ago and didnt know about single and dual channel ram

try a game that wouldnt be able to run that smoothly on a 950

like the Witcher 3, Metro Exodus, and crank up the settings as high as possible, and see what kind of frame rate you have

at least the games ive tested Forza Horizon 4, Beamng Drive, Farming Simulator 19

Your system should be able to utilise DDR4 2133, both profiles should show 2133-14-14-14 at 1.2v, don't they? And yes, you need to find another dimm at about the same values, single-channel is holding you back quite significantly.
