My pc tries to start 1 time before actually launching

Hello!
When i try to start my pc, fans spin for around 1 sec and pc turns off, 3 seconds later it starts normally working.
I think its a cpu problem because some time later after i overclocked it this started to happen.
Its been like that for around 11 months.

It may be memory training my ryzen 5 3600 does it regularly especially if it has been switched of from the psu or unplugged

I fixed it by not turning off my power strip, thanks :)
