I'll recommend something like this instead...

Also, I'll recommend to get used graphics card from sites like eBay and AliExpress. Currently rx570 goes for around Rs. 5000 and rx480 goes for around Rs. 6500. Both of them are significant upgrades over the 1050ti that you are planning to get for literally half the price.

If I get a single 8 gig stick

I can maybe reuse a case and change to a 1 TB Western digital harddisk at about 3100 I think

Can I get a better CPU or GPU for about 5000 more?

Ryzen benefits from dual channel memory. So, I have added 2 8gb sticks of ram.

 

You can reuse your case to save money.

 

In my opinion, getting a 500gb SSD would be a better choice. The overall system will be much more snappier and the load times will be pretty less. Also, a hard drive can be added later on. 

 

You can get a rx580 for around Rs.7000 on AliExpress. Also, AliExpress has Ryzen 5 2600 listed for around Rs.8000. 

 

I purchase most of  my stuff from AliExpress. I have purchased many graphics cards from AliExpress.
