You should be using NVENC, not your iGPU.

you cant use IGPU and a Deidcated GPU at the same time i dont think, i would reccomend upgrading CPU. i stream 1440/1080p 60 fps with 1070 and Ryzen 5 3600, 8GB Ram

GPU: RTX 3060Ti 8GB

CPU: Ryzen 5 3600

RAM: 32GB DDR4 3200MHz

It shouldn't, which means there's something wrong with your settings and/or drivers. Post the settings you're using with NVENC.

You're using lanczos as your downscaling filter. Use bilinear.

Yeah, scaling the image down from 1080p to 720p isn't free. If you want even better performance, play at 720p and don't downscale or stream at lower FPS, like e.g. 30 FPS instead of 60.

one more question ,  play star war at max settings quality and i get 80fps so can i stream without decrease game quality or limit fps ? cuz i like to play with max video quality in story games
