What do you mean "4pin ports"?

molex maybe on really old stuff or low power draw ones, but not modern graphics cards

4pin EPS or molex, but neither are present in modern graphics cards.

Do u mean 4 pin power cable ?? If so I don’t believe such a cards exist

As far as I remember some RX cards have extra 4pin fan connector on the back of the card so you can connect fan straight to the card and gpu will take care of the speeds of the fan

I see. So you don't want a graphics card, you want a PCIe card that has fan headers, not necessarily a GPU.

I never came across any of that type of cards. Only thing which I know exists is bracket which you can mount to pcie bracket but this requires extra power from psu

fan and LED controllers exist that connect to USB, but not PCIe. I know some ROG graphics cards have fan and LED headers at the back but that's not appropriate :P
