Cpu fan only spinning at 30%

Hi, my Ryzen 5 2400g stock cpu cooler recently start spinning at 30% and won't go any higher or lower. I tried allot of things, tried it in a 3pin fan header, tried changing speed and nothing. Sometimes it will randomly start up at full speed and gradually slow down back to 30%. (2100RPM Maxish and 30%= 600RPM) Any suggestions?

What are you using to read fan speed?

What motherboard are you using and what are your temps? Why are you trying to change the fan speed?

Using 
Motherboard- Asrock a320m
 

Temps at normal mode, like watching video, file browsing etc but when gaming or doing something heavy, like benchmarking the low fan speed can cause thermal throttling, it goes up to max degree which is 95c and clocks start to drop.

Have you tried reverting to default motherboard settings?

Are you running any other monitoring or fan control software in Windows?
