Windows 10 Installation Issue

Hello all. I just recently upgraded a majority of my PC. I have an MSI Z390 Gaming Plus Mobo, Intel i7 9700k, Liquid Cooler, GTX 970, 16 GB or Corsair Vengeance, and a 700W Cooler Master PSU. I'm running into an issue when attempting to use a Windows 10 Installation disc, wherein I press a key a continue, but the computer freezes at the blue Windows logo with the white loading circles. I have proven that I can get into the BIOS, and I am unable to create a bootable USB on my college campus (It's a long story, don't ask). If anybody with this motherboard or anybody who has experienced this problem could help me out, I would greatly appreciate it.

Have you tried clearing the Cmos . The Cmos store changes to the BIOS
