I need help when streaming. My fps feels caped

When I stream it feels like it is capped at 60 fps (i have a 144hz monitor). I have a gtx 1060 6gb and a i7 6700 (non-k). 16bg of 3200 mgh ram. My system isnt overheating. When I am streaming my game says 160 fps (what it is capped at) but if feels slow and laggy. When I stream my is at 70-80% my gpu is at 50-90% RAM is at 50%. My upload speed is 12mp and 30 down. I dont know how to fix this. My settings are 720p at 60fps, 6k bitrate, nvenc new encoder, verfast preset, and cbr for the bitrate controller. My twitch is NIX_Dreadful, I am live test different settings if you want top try and come help me.

is your monitor is at 144hz?

do you mean your stream on twitch is only 60? you can only go up to 60 on twitch

 

however if you mean your game feels like its being capped when your streaming, there is usually an option to limit the framerate of your application in your streaming software to whatever your streaming it at

Lower your bitrate. Its far too much for 720p60. And if you are getting 60fps on 144Hz monitor, then you should feel stutter as you are getting half of fps you should be getting to get most out of monitor.

so? If you're getting a consistently lower FPS that the refresh rate of you monitor, then it's going to feel different.

Start tweaking settings. Goal being that you get 130-150fps regardless. Max bitrate you need for 720p60 is 4500kbps.
