RTX 2080 Base clock in game at 1125???? how do i fix???

So i just got a Gigabyte RTX 2080 and it's working pretty good but not nearly as good as what i expected. when i go into games GPU Z is showing that my card is staying stagnant at 1125 base clock and basically never boosts for any reason. even when i do see it go up, it only goes for a split second and it only goes up to the stock base clock of 1515, i know it can easily boost to 1700 but i've never seen it do that. I have a 144hz monitor so i'm trying to get that extra fps but my card isn't even trying... if anyone knows what's going on i would greatly appreciate some help

What system do you have?

Main system: Ryzen 7 7800X3D / Asus ROG Strix B650E / G.Skill Trident Z5 NEO 32GB 6000Mhz / Powercolor RX 7900 XTX Red Devil/ EVGA 750W GQ / NZXT H5 Flow

i updated what system i have, Ryzen 5 1600X, B-350 motherboard, 16g ddr4 3000
