8700K @ 5.2ghz 1.29V, 4x8 Rev.E @ 4040 13-20-20-39 1.7V.

Depends on memory clocks. Timings indicate the number of clock cycles of latency, and how long a clock cycle is depends on the clock frequency.

Then the first set would be a little faster in practice. CAS is the first timing and the most important.
