My computer is starting to show its age and I am looking to upgrade now.  I also do not need storage as I have plenty to transfer from my old rig.

Here's an idea. I think the 2070 represents bad value as the 2060 is cheaper and is only 10% or less behind it in terms of performance.

Is it worth it to drop down to a 2060 and use the extra funds for a 240mm AIO?  Im really torn between the 2060 and 2070.

No. Scythe Fuma is more than capable of handling overclocked Ryzens. 

 

Just get a decent case and psu with that large of a budget. Its smart to spend a bit more on those as they should last you the next 5-10 years. Corsair rmx 650W, Evga g3 650W, NZXT h500, Fractal Define/Meshify C etc.
