__Z370F , pc stays on when I shut down, HELP !!

I don't know why but this started happening suddenly . after new year I tried to shut down my pc but all the coolers stay on and gpu too. PWR led is on also. I tried everything in power options, updated bios , set everything to default and still nothing. After every shut down I have to turn off my psu Please help me somebody .

I had the same issue with

3200g

16g ripjaw v 2666mhz cl18 ram

b450 gaming pro carbon ac

Sx8200 pro 256gb boot drive

Seagate barracuda 2tb hdd (dying soon alr warning in crystal disk info)

Cm masterwatt 550

 

It black screen sometime when I try to reformat it..had to force it off and on to complete the installation...for some reason it's working fine again...(i did dropped the cpu and it's chipped somewhere on top)
