    It's very possible for the motherboard to slow the CPU down to protect itself (things like the chipset or VRM) due to not having a confirmed Fan. On modern Intel systems it's through "BDPROCHOT". Not sure if it was implemented in the Core 2 Era, but even so the motherboard has total control over bus and multiplier.

    The laptop is performing better than designed with the TIM change.
     
    Laptops are designed to have the smallest viable cooler, keeping them as slim and lightweight as possible. Rest assured that in stock configuration (No OC) an Intel chip will live out its useful life, either through thermal throttling or naturally.

    Its best to reinstall windows if you change chipsets, if it was same chipset/generation it would have been fine

    Don’t post answers when you don’t know the actual answer.
    This is Sandy bridge/Ivy bridge mobile, they have PGA socketed options and are upgradable within the limitations of the board chipset and bios version.
    You don’t even need more than what OP posted to see that, it says PGA988. It’s a socketed processor.
    Do you have your specific model number? There are several Sandy bridge G6 pavilions and only some of them support going to Ivy bridge processors.
    Some of them can do it with a bios update, a few models support it from the factory, though most of the models that shipped with a celeron or Pentium mobile option and have the lesser Heatsink won’t support Ivy bridge.
    As far as I can dig from HP support forum posts.

    There’s at least one guy running an Ivy bridge quadcore but they have the model that came with a dedicated gpu.

    I would assume your OC is either unstable or something is wrong on your install or you are recording the game in the background. WOW 1080p should be nothing for your computer. That being said, some settings and some areas are harder on your system but that has more to do with the old API and being poorly optimized to utilize modern hardware. Also your screen is 75Hz, with VSYNC on you will cap out on FPS. The game may not recognize the 75Hz and cap at 60 fps. Again, many things to look at, you would have post more details. Also your settings are important and what runs in the background (web browsers, music, video calls etc.).

    Which Steel Legend board do you have (And what BIOS version, if possible)?
     
    It may be an older stock 600 series board which does not support Raptor Lake (13th gen) without a BIOS update.

    Try updating to the latest BIOS, your RAM is probably not supported properly out of the box. You can try running the board with only one stick of RAM and see if it will get you somewhere. 
    You can also run the board without RAM, you should be able to get into BIOS or get an error at least on screen. Do you even get monitor output or does it hang before that?
    You did not specify which memory you got. Some higher speed ones (over Intel's spec) often cause issues unless supported by the motherboard in BIOS, that's why you want to make sure to have the latest one on there.

    Try removing the OC and seeing if the FPS changes. If it has no effect, then you can be certain that CPU performance is not the issue (a 3800X should be plenty for pushing WOW above 55 Hz.) What resolution are you playing at, and per the other posts, what are the settings you're using?

    Redid the thermal paste. I had way to much on there. Also switched from Corsair thermal paste to Noctua thermal paste. Gaming temps went from 90c to 83-84c.

    If those cables are coming from SATA devices (hard drives, solid state drives, or optical drives) then yes they need to be plugged in for those devices to function, although any SATA port will work, it doesn't have to be those.
     
    As @svmlegacy said, you should be putting your GPU in the upper PCIe x16 slot, and if you do it's highly unlikely those cables will get in the way.

    The software I run uses the same math library as Prime95, and it would be equivalent to the small FFT stress test, except I'm doing real work. Hence being able to detect errors after running weeks not hours.
     
    You can't prove a system is stable. It's more a question of how long is it between incidents of unstable. My threshold of good enough may be higher than average.
     
    Prime95 is very intensive on FP64 operations and may be one of the highest power consuming tasks at a fixed clock. In the distant past, I have had systems that were prime95 stable but not stable in other software. You can't rely on a single workload to test.
     
    I've done the (somewhat) extreme OC thing in the past so I'm familiar with the OC considerations. I'm questioning if 10% is worth the hassle but part of me wants to do it just to do it, not having done it in a long time. Separating out gaming from other uses where stability is absolute is making me think it may be worth the risk.

    If you indeed need 100% stability, just run it the way Intel intended.
     
    Check your turbo parameters to see if you indeed are power limited; I doubt you are while gaming, so increasing power limits won't help for that.

    Always be prepared to lose the data on your HDD... Backup your files and install fresh.

    I thought I could get away without doing a fresh install, and it worked mostly fine until I found out just how badly corrupted it had become and had to do a fresh install anyway.
     
    Works fine now, but I really could have saved upwards of 8 hours if I had just done a clean install from the beginning.

    Do yourself a favour and do a fresh install of Windows. While it can tolerate things like this, it can sometimes have unexpected results and bugs.
