Found out what the issue was
I did a reinstall of windows and checked all the connections, apparently only part of my 24pin mobo power was connected, so I connected the other part and now OC mode is stable and voltage went up, no more crashes and streaming at like 400fps now.
I didn't even know the i9 could run off of 18pin instead of 24pin but ok
Also got rid of geforce experience, that program for noobs
Thanks for all the help boys, turns out it was my mistake in the end but now its fixed

Nothing you can really do about it but repaste or go liquid metal (not recommended). The ULV quad cores simply run hot.

probably 32bit because of ram amount......if you could see if you can throw in more ram...im going to assume ddr3 and thats still decently priced....then you can go 64bit

It is very difficult or impossible to detect ESD damage. That said working on a PC, you're way more likely to inadvertently touch the chassis. Mere moments after you do, you and the PC's ground plane begin to equalize in voltage potential thereby minimizing the chances for ESD to destroy components.
I always recommend a ground strap or at least keep a hand on the chassis.

Click bait sucks. But not nearly as bad as working super hard on a video, titling it honestly, and then having it bomb. Unfortunately with how YouTube works (and how more casual tech youtube watchers work) it doesn't make a whole lot of sense to title something like "Product X Review", and hopefully with the thumbnail you should be able to roughly figure out what the video about.
