If they transition to (or at least add support for) DX12, that's very likely to improve things when it comes to scaling across multiple threads. I think I heard some news a little while back that this is a possibility, but I'm not sure whether it's been officially confirmed, at least as of yet.

MSFS2020 is very single-thread heavy - there's really not much you can do about it, at least as far as I know.

A QLC SSD would work just as well for games, like a Crucial P1 or Intel 660p. Going with MLC for a games drive is frankly just plain stupid.

Whether going with a 970 Pro that uses MLC NAND as opposed to TLC (like the 970 Evo) is worth it or not depends on what you plan on doing with said drive. I'm just going to take a guess and say it's not worth it in your case.

The extra 4-pin is totally unnecessary for a daily AM4 system - you don't need to plug it in, and don't need to worry if your power supply doesn't have it. What I'm wondering though is what components do you plan on powering? If you really needed 650W of power, I'd probably look at something a little better than a CXM.

The CXM has a double forward topology as opposed to the LLC on the non-modular CX. What this means is that it'll whine quite badly when paired with modern high-end GPUs, though assuming you don't plan on throwing a 2080Ti in there it shouldn't be too big of a problem. So no, it is not the same, but it still works well enough as a budget option.

Phenoms lack AVX support, and afaik Modern Warfare (as well as many other DX12 titles) does utilise AVX instructions, so it's probably a no, to answer your question.
