Diablo 4's frame generation works really well, which I don't think is supported on the 2080ti.
 
The real answer is to skip both and look at the RTX 4070. 

I do however want to do them justice. Looking into what I can improve/change for the better is smt I do think will help. For example the cooler, smb said it could cause problems so I changed it. 

Cool.  The builds are more than fine and even if an SSD isn';t as good as another, they won't notice any difference in any way.   The case is subjective and as long as it has a fan intake and a fan exhaust, it'll handle the mid-budget build fine.
 
Not everything has to be min/max, if they enjoy their machine.... that's awesome.

Someone needs to train you on being under budget one day 🙂

forgot to make parametric filter 16gb instead of 32gb. Should be under budget then
 
Then get the cheapest 16gb 3200 CL16 kit you can find with your case and the rest in the list above

My guess is they're preparing for RX 8000 later this year. I just didn't post it cuz I didn't think it was that great of a deal considering this was a deal. For that deal you also need newegg+. I know it's free but isn't it a bit weird that a premium membership is free?

Limits and curve optimizer is the only thing you need to set. You can try with limits set to disable, if that doesn't work, test with motherboard. On my board, I exceed the predefined limits when disabling it:

Yuor budget determines a lot of this.  Like what GPU to get?  How much money do you have?
 
70 for a 3950x is excellent.  Why do you have a friend if you think he might be scamming you?  use a different word, like some asshole I know, or something.
 
Tho you need to ask yourself if you truly need a 3950x for gaming 1080p, even for a good price.    It's not a gaming CPU, but for the price it'll do.

that's bad value, if you're paying this much for a psu get a better cpu

I'd probably start with:
 
1.  Update BIOS, Windows, all drivers.
2.  Reset BIOS to Defaults
3.  Memtest, or just run with 1 stick at time to rule out faulty module.
 
Start there, one at a time.  

My thoughts are that it's pretty impressive. I know that on AMD Linux offers more FPS. I never checked about latency though, so I find it pretty interesting and wanted to share.

I "think" Steam and other game libraries will log into the proper account based on the user Windows is logged in under.  So you won't have to keep swapping Steam accounts.

Why bother with that much hassle? That's what separate user accounts are for.

So the performance doesn't change a lot by choosing between different brands and versions, only the cooling and aesthetics?
