Yes, it depends on the panel itself, in phones they use IPS (most phones) and Amoled (mostly samsungs).
Amoled is way better than IPS, and it's making way to cheap phones lately.
So if youre comparing 2017 IPS and 2020 amoled, the difference is huge.
But if 2017 IPS to 2020 IPS, there are some improvements, but the difference not that obvious.
Phone technology is rapidly advancing, laptop not so much.
In laptop, lcd screen is devided in 3 tech, IPS (great), VA (good to great) and TN (relatively bad), there is OLED, but it's too expensive.
Cheaper laptop use VA or TN  to cut cost, IPS is rare but some use it.
So if you do get an IPS panel, i say for the last 2 years, it's still as good as today.

2 years laptop should still be good enough.
1.Battery  condition depend on the usage, but you can replace it if it's bad. Battery is relatively cheap and easy to swap.
2.SSD can hold up at least 5 years, you can check the ssd remainding life with crystaldiskinfo.
    3. this is the only drawback
    4. with normal usage, laptop internals can last at least 5 years. as long as the memory and hdd can be replaced it can last longer.
    5. there's no screen improvement in cheap laptop, it has use the same tech for the past 5 years (even more), depends on the configuration, IPS is lovely, but usually they use VA / TN panel for these laptop.

like what? almost all cheap phones are still on 1080p 60hz, nothing change by alot.
You will see screen improvements in flagship phones, not mid-low end.
If 1080p 60hz is good enough, there's no need to change, like in laptop.

Macbook Pros from 2018-2019 still have the last 2 Butterfly keyboard generations. I haven't heard much failure from them, but it is still possible. And the keyboard feels bad.
But they are too new to be cheap enough, to consider. Every Intel Macbook now needs to be significantly cheaper than the M1 models, or they aren't worth it. That's how good the M1 is. Making the M1 Macbook Air the by FAR best 13" Macbook that has ever existed.

Besides, the Performance of the M1 is the smallest reason.
The Intel Macbooks produce SO much heat, the fans kick in, it gets hot for doing basic stuff, and they can drain battery very quickly when you actually "do" something.
You don't just get a better performance, that comes with MUCH higher responsiveness, you also get a silent device, with extreme battery life, and almost no heat production.
It's not just Benchmark numbers. But how quick and responsive the System feels, how quickly Apps start etc. It all feels "more instant", just like Tablets or Smartphones feel.

This is SO much worth overall. I also never believed, that only the Chip will make it a so much better device, but it did.
That's why i don't think, they would serve you better. You might save a little bit, but you have no warranty, you have MUCH less battery life, and more heat - i'm sure every Intel macbook Pro will remain silent during simple stuff like Excel, so noise won't be an issue.

And 2016-2017 are pile of Junk. The trashiest keyboard you can ever find, if sounds horrible, it feels horrible, and it breaks more than anything.
New Design with less ports and worse cooling, compared to the 2015 model (the last with glowing apple logo), since 2016-2017 Models also came with Dual Cores only, so same performance.

If you need a good Keyboard, the Macbook Pros 2016 up to including 2019 (exception: MBP 16", late 2019, it came with the new keyboard) are the worst choices because of the Butterfly Keyboard.

But the 2013-2015 Model might be pretty appealing, since they are old enough to be cheap enough, have all the important Ports (except USB-C), a good Retina Display, and a very good Keyboard. (i would prefer 2014-2015, since 2013 will probably not get the next macOS Update anymore).

You could look into HP Elitebook or Lenovo Thinkpad T-series, from 2018~ around (Quad Core, i wouldn't take the Dual Cores), and the Models with 400 nit brightness Full HD Screens, if you like the typical Thinkpad Keyboards. They are considered among the best in the Laptop world.
But they are also new enough to be still quite expensive.

I personally have a Thinkpad T480s (for Work), and M1 Macbook Pro.
I admit, i never got warm with a Thinkpad personally (i had a T490, E14 AMD Ryzen, T480s now), but holy cow is this a huge difference in so many Aspects.
Just the Fans on the T480s, that aren't just on 95% of the time doing basic office stuff for Work, they go up and down all the time, aperiodically. It's really annoying and distracting
And the T480 series mostly have 250 nit screens.

But still. If you can find older Thinkpad T models (1080p IPS screens, 8gb Ram, 256gb SSD~), they might be a good solid improvement for you. Like the T430, T440, up to T460~ (maybe T470, but prices are higher the newer it is).
As refurbished, there are a lot from old Company leasing contracts, and very popular on the aftermarket.

TL;DR: If the Price is close to the M1 Macbook Air, get the Macbook Air.
Otherwise, it's fine buying older Tech.
I just wouldn't buy a 2018 Macbook Pro for 800 bucks, if you can get the M1 model for 900.

Glare > Anti Glare for that matter.
Glare = Matte means, it's a surface, that scatters the Light from the Pixels. If this Coating is too aggressive, white will look "oily".

If you really want to go up to 1k, take a look into the Macbook Air M1.
Not matte, but anti-relection coating, also high sharpness. Even up close i can't see the "pixel lines", it's very pleasing to look at, for these Apple Retina displays.
Very greayt performance, but mainly for you: Silent operation + long battery life.

Otherwise: Lenovo Yoga Slim 7 (pro) maybe

    Can confirm the
adb install -r <package name> method of updating apps using ADB works perfectly on Android 4.0.1. I just tried it.

Cool, I stand corrected. That seems like it would probably be the best bet for OP then

I don't know if the apps OP wants to use are deeply enough integrated with the Play Store that they won't run correctly afterwards - I guess the only way to find out is to try.

You can uninstall play store, YouTube, browser, Google Play books/music, etc. over ADB, at least on Android 4.3. 😆
You might need root access though, so you would need to do at least a temporary root first.

I think you can probably do that - the question is whether your phone will let you.

Things might be possible over the ADB that aren't possible using the UI; I'm not sure exactly how that works though and I assumed that it wouldn't allow you to remove system apps by that method.

You don't have to completely de-google the device, you can just uninstall the Play Store while leaving Google Play Services available for the apps that rely on it. However, some apps may not work without the Play Store installed, even if Google Play Services are still around, so...

The problem is that the apps you want to install are likely to depend on Google Play Services. On the stock Android installation, it's not possible to remove the web browser, the Play Store or any other pre-installed applications to the extent that you couldn't easily re-enable it. If you install a custom ROM, you can get rid of those usually, but then you're stuck without Google Play Services so your preferred apps won't work unless you sideload the Google apps, at which point you have the Play Store back on your phone and so are back to square one.

I can't really see any easy way to avoid this predicament unfortunately.

I actually did this to an old Android a while ago just to see if it was doable, with the same goal of turning it into a dumbphone, and I can confirm that it did indeed boot and all the apps I left on did work properly. However, I am not sure how much this would apply to newer versions of Android, and I never tried updating the apps once I did this (I don't even think there are updates available for that phone anymore).

If you remove the App Store then you will need to sideload App updates.
The Package installer is a core part of Android and is tied to various other functionality of the device, such as application permissions. There is a good chance your phone wont boot without it.

The closest you will get to what your after is a AOSP Rom without Google Services such as LineageOS. Some Applications may however depend on these Google Services. An alternate solution would be to build a custom AOSP Rom that fits your needs with various functionality disabled, however your getting into ROM development at that point.

Unfortunately any mechanism which removes the pre-installed Google software is likely to also break the NFC payment functionality.

You could enroll your phone with an MDM (e.g. Android Enterprise fully managed) use it to only allow the apps that you want and then set a random password on the MDM so you can never modify it ever again 😄

Might not even be the card, but the display cable or monitor, but can't tell without testing. Driver crashes with self recovery in Windows are also a possibility.

Too little information, would be purely speculative. Could be something more wrong, could be nothing more wrong. It's a toss up. If you got the $35 to gamble, I still say it's a go.

For that price it's hard to beat. If it has bad display output, I would first go into your bios and ensure that you enable the onboard graphics regardless of if you have a dedicated card or not; and then just slap that bad boy in there. A 1060 should show you a decent reduction in encoding time over the onboard.

If the problem is in the display output it might be ok, but "bad display" could also be deeper than that. For example, bad vram would lead to artefacts, and that'll make it unsuitable for  your use case. So it comes down to identifying exactly where the fault is. If there are multiple outputs, does the bad display affect all of them? You could try underclocking it and see if it clears up.

Becuase windows work, as of now, only on x86/x64 so even if you create a new processor it won't get any traction. They are adding ARM support currently so you will see snapdragon-like cpus in the future.
