    The anker you are looking at can do 18w.
    This one should be the same, but only 89$

    None of them can charge your laptop up if you put the CPU and GPU under max load, but the Dell should be able to slowly charge it up when you are using 70-80% of the CPU and maybe 2% of the GPU, while the anker would only be able to slowly charge it up when it is on standby.
     
    So get the one Dell makes

    Don't get a gaming laptop. A chromebook and a gaming desktop is a better option. A gaming laptop tend to have poor battery life (depending on the tasks you perform) and can be really bulky and uncomfortable for portability. If you have a PC, just replace some components and you are good to go. By doing this will save you so much and you will be able to spend the remaining budget on a workstation laptop.

    I've tried the Logitech MX master,  and my hand literally melted haha. Wireless mouse would be useful because I'll carry around with it when I also get a chromebook.

    If programming frustrates you with 1 hour per day then i'd advise you to break it up further. Rome wasn't built in a day. You learn languages over time. Try reducing it to 30 minutes per day and see if that makes you less annoyed.

    How does this build look? I went with the 6700k build that was suggested earlier in the thread, and the one I think is better, but I guess you could switch to the other one.

    There shouldn't be any problems, you can get custom cable mod cables if you would like to upgrade things aesthetically. You could also change the case to the NZXT S340 with the tempered glass window, if your brother is into that sorta thing. I think it looks gorgeous.

    Great start, I started with HTML and CSS. Learning and installing Javascript is so complicating on OSX that I gave up on the installation. So I ended up starting C# instead haha

    If you want to make desktop apps, you can start with one of 3 languages:
    Java - It's not a bad choice, you can create multiplatform software, there are its GUIs and Android uses Java. Sounds good, right? However, I'd choose C# over it...
    C# - It's developed my Microsoft, so it's probably the language you can do most stuff with on Windows. However, there still are some GUI libraries which you can use to make apps that also work on Mac and Linux. Its huge advantage over Java is Xamarin - it's a framework/platform, with which you can create apps that run not just on Android, but also on iOS and WP without much hassle. It's also useful for many other things, for example Unity3D uses it as its main scripting language.
    Both languages are used a lot in enterprise, so that might enable you to find a job, if you're interested in that. You should check which one is used more where you live - in some places companies prefer C#, and in some Java.
    JavaScript - It's the third option, a bit different. Please note, that it has nothing to do with Java. Since you are familiar with HTML and CSS, JS would be the natural next choice. It's used to make websites interactive, but not only for that. There is something called Node - it enables you to do all kinds of stuff on computers, just like you could with any other language, including server-side web development. Yeah, I'm talking a lot about web, but you wanted apps... Well, there is something called Electron - a framework that enables you to build desktop apps with web technologies (HTML+CSS+JS), and it uses Node. There are also similar things for mobile, but I'm not familiar with them.

    Start with Java, but dont stay with it, branch off. And dont take comp science unless you are a really good programmer first.
