I ran my homelab on an i3 6100 up until a few months ago, and I got the 6100 when it was new.
I ram ESXi with truenas VM, windows LTSC VM, few Ubuntu VM’s one of which ran Plex, docker containers, home assistant VM, and all was great. I was able to do a few 1080p to 720 transcodes as well. But….. I didn’t have any game servers, and I am not familiar with how much that takes CPU wise. But I also only had 2 cores with HT and my setup was perfectly happy.

4 cores is probably enough here, esp if your not pushing any of those servies(aka small minecraft server, limited plex transcoding). Id go for the 6500t

is listening to the device turned on. check by going to the speaker icon in your system tray right click click on recording devices select your microphone hit properties and go to the listen tab and uncheck the listen to this device box and click apply.

as long as there were drivers for any previous version of windows it will work secure boot just only boots trusted OSs so windows would work fine even if it didn't you could turn it off in BIOS

i agree with @Jskn although i don't know how your ssd dies 2 hours into using it but you probably can't get anything over 32gb for that price and for just $50 you could get a 120gb ssd

no don't get second hand or refurbished SSDs there is a very likely chance that the most of the write cycles have been used already either when formating the drive or just by the use it was getting

as far as I can tell the IT managers are less IT managers and more teachers trying to be IT managers meaning they don't have enough knowledge or experience in pure IT to actually manage a network solely by themselves. As far as the students helping that doesn't work very well just because the students are untrained the school is trying to give them experience interacting with people not actually experience in IT.

first build will be better the rx 470 better as long as its not bottlenecked by the cpu and on the second one the fx-6300 is terrible if you could squeeze the money for a rx 480 for the first one again assuming it isn't bottlenecked you will see even better performance

i agree with option 2 most problems seem to be with overclocking or gaming so if you're going for video production you should be fine the 1800X will also crush the 7700k in multithreaded operations because of the higher core count and contrary to popular belief gaming will be perfectly fine just not as good as the 7700k because the single core speed is faster.
