and unfortunately for the vast majority, the only IP in the area. In my case its either Comcast or Fairpoint. And Fairpoint considers 3mbps high speed internet.

Go to the Start Menu and typing "Services" into the search field.
Once in there scroll down the list until you see "Windows Update" and double click on it.
This should cause a new window to open and in the General tab go down to "Service Status" and click the stop button if it's running to stop the service.
Once that's done go to C:\Windows\SoftwareDistribution\Download in File Explorer and delete everything in the folder.
After doing that go back to the Windows Update service per the previous steps and start the service again and then try checking for updates again.

Since the only games you play are CS:GO and Dota the cheapest option might be to install Ubuntu Linux. Linux is not for everybody but at that budget it seems to make sense. You can use Ubuntu for a while and if you don't like it save up and buy Windows. I currently use Fedora Linux to play Steam games but I have used Ubuntu Linux in the past and it works great! I am suggesting Ubuntu because it is a little easier than Fedora to work with.

Intel is really late on these maker things, though this x86-based board is an interesting followup to their (IMO failed) Galileo and Edison boards (Which I tried setting up and failed completely). These better be easier to play with or it's gonna take away from the experience that is Arduino.
As for starter Arduino, don't buy an Uno. Buy something like an Adafruit Pro Trinket or a Teensy 3.2 and solder some headers on those for breadboard use. Being Arduino-compatible as well, you get much more I/O pins for less the price of an Uno, and shields are very overrated and pricey.

Atom has already been mentioned, but I can't emphasize enough how great of a text editor it is. You can install almost any linter as an add-on, and it can connect with your github repos and show all diffs straight in the editor. You can also make commits through it.
